BACKGROUND: Colress' Bulbapedia article covers things well enough!
For continuity's sake, I'm going to have Colress' timeline come from Black 2 and Ultra Moon, and the player characters he's met will have been Rosa (Black 2) and Selene (Ultra Moon). The story and timeline don't have major differences between games, but it determines some aesthetic differences like which Legendary Pokemon Colress has dealt with.
Ultra Sun and Ultra Moon should also be considered a separate continuity from Sun and Moon, as the games have a separate series of events and story. Colress is present in both sets of games but his role is much bigger in USUM, which is why I have picked that continuity.
PERSONALITY:
If by some reason the bulky high-tech labcoat doesn't give away the fact that Colress is a scientist, actually speaking to him will make it rather obvious.
His dedication to the pursuit of science is the defining part of his character, as his nearly unquenchable curiosity is what what his life revolves around. With an ambition like that, and the amazing pieces of tech he's invented to assist him with his research, it's pretty easy to say he's got the intellect for it. His mannerisms alone give off the air that he's always thinking, mostly in regard to his own research. And with a curious, thoughtful mind comes a keen sense of observation. From the moment Rosa meets him in Black 2, he gives away immediately that he was observing her, finding her battle style fascinating and like nothing he had ever seen. Because of his overarching project at the time, discovering what draws out the most power in Pokemon, he's observed and participated in countless Pokemon battles, and countless trainers bringing forth their true personalities in the heat of battle, showing how they handle their Pokemon partners and putting trust in them to bring out as much power as they can to win. With all of that experience under his belt, he's become pretty good at reading people in general, along with situations that he finds himself in. Also judging from how he treats his main field of research, when faced with a question, he puts careful thought and analysis into various angles in which he can answer it.
To say that Colress is driven in his pursuits is something of a big understatement, but he actually used to be even worse about it. During the events of Black 2, he was willing to resort to quite a few unsavory acts to further his research, such as deceiving and manipulating others and tossing out his sense of morality. He joined the villainous Team Plasma as its acting leader and helped them further their goals despite his distaste for them and the founder, Ghetsis. On the flipside, he assisted Rosa in her journey and eventual confrontation with Team Plasma and Ghetsis, later revealing that he wanted to see the results of their eventual clash to decide which approach to bringing out the true potential of Pokemon was the strongest: artificially and cruelly forcing out the Pokemon's power or drawing the power out with trust and friendship. He admits that while he can tell good actions from evil actions, and that he'd prefer a certain result, he doesn't take sides because science doesn't take sides. If evil actions bring better results than good actions, then that's just how it is. It's why he had no qualms about using a Legendary Pokemon's power to freeze an entire city as a threat and display of power, and it's why he was completely fine with Team Plasma potentially destroying the world. At least he'd have his results.
The outcome of that clash had a very big and lasting impact on Colress that is quite prominent in Ultra Moon. Rosa's approach of trust and friendship came out on top, and Colress was very quick to take notice. Her display got him to change his own morally gray approach to science- he had definitive proof that the side of good was the one he should stay on, and he really does stick to that. He quickly disbanded Team Plasma, and dedicated himself to traveling the world with the approach of doing right by Pokemon, actually bonding with his own rather than keeping them at a neutral distance. He was able to harness the powers of Mega Evolution and Z-Moves- abilities that draw from the bonds of humans and their Pokemon to bring out even more power than he'd ever known possible. And come the events of Ultra Moon, he assists in quelling a raging and potentially world-ending Necrozma using the technology that was previously used to further Team Plasma's own world-ending goals. He later plays an integral part in restoring order to chaos that Team Rainbow Rocket causes by sending the villainous team leaders back to their own worlds with his technology, including an alternate version of Ghetsis of Team Plasma, the man he once worked for.
Now, even back when he was doing shady things for his work, Colress has always been a cheerful and personable person. This doesn't seem to be much of an act, either, as he never really drops this demeanor unless he'd get super into talking about the shady stuff. He gets along with people from all walks of life, having met all sorts of people on his travels, and he's always up for chatting about various topics or assisting those in need. He's not the sort of person that riles up easily, so he's good at staying calm in tense situations. But it's pretty obvious that he can get really caught up in his curiosity at times, excitedly going off on monologues or distractedly chatting while typing away on his console if something else catches his eye during a conversation. He's...enthusiastic and a little eccentric, let's just say, and can be hard to follow at times. More blunt people would say he's just weird.
And while Colress does let his curiosity slip into old habits at times, such as when he excitedly expressed interest in Team Rainbow Rocket's use of wormholes to bend reality, he's quick to rein himself in and stay on the right track. After all, if something interesting is being used for evil, imagine how much better it would be if used for something good! He's doing his best to atone for his past actions, and he still has some bad habits to break, but it's clear that he's made some big strides in the past two years and can only get better from here.
POWERS/ABILITIES: Colress is a regular human with no superhuman/supernatural powers of his own. But he does have some notable skills!
Science!! Colress' status as a scientist was well-detailed in his personality section, but his actual resume is worth noting. Along with his intellect and observational skills, Colress is an incredible inventor. He's created over one thousand pieces of tech to further his research and assist others, and it's quite a wide range of tech. Some examples include a device to energize even the most exhausted Pokemon into action, the massive floating airship base of Team Plasma called the Plasma Frigate, various sets of DNA splicers to fuse certain Pokemon with one another, cloaking devices, and a piece of tech to alter a person's dimensional channel and return them to their world of origin. He's been sought out by several organizations for his work, some more villainous than others. But it's probably a good thing that he's using his skills for good now.

Considering that his main field of research is Pokemon, Colress has also dedicated himself to training Pokemon and bringing out their power in the same fashion that Rosa and Selene do. But even before he changed his outlook, he was already quite skilled. After all, he'd participated in a ton of observational battles beforehand. He easily made it to the Pokemon World Tournament finals in Black 2, and later became a regular contender at Alola's Battle Tree- something that's no small feat. And he's gotten even stronger now that he has bonded with his Pokemon to the point of being able to use Mega Evolution and Z-moves. So while he might be a nerd, he's a very strong nerd when it comes to Pokemon battles.
INVENTORY: With Colress being a Pokemon character, it's only natural for his inventory to comprise of some of his Pokemon! I'll list the five chosen ones here, and more information about them can be found here. These should all fall within the size requirement- they're not terribly big as far as Pokemon sizes go. I have held items listed on that general team post, but they don't have to be brought along. And as a general note, Colress is not likely to have them use their abilities on PCs or NPCs unless permission is given (such as if a PC expresses interest in battling them). I'd be happy to answer any questions about their abilities, and if they conflict with the setting I can for sure swap them around.

For the 6th slot, I'm going to count his wearable console as an inventory item since it's definitely not a regular piece of clothing. One piece in there lets Colress muck around with dimensional channels- considering the setting and plot, I'm totally cool with having this feature nerfed down to causing minor teleportation or outright disabled.
